You do, from your own PayPal Business or Wise account. RelayWonder computes what is owed after hold periods and refunds, produces a mass-payout file, and records when you mark it paid. It never holds your money.
A negative commission record is created for the refunded part. Pending commission inside the hold period is reversed before it is paid; already-paid commission carries a negative balance into the next payout.
Partners upload a W-9 or W-8BEN in their account and the platform operator verifies it. Issuing 1099s remains the responsibility of the business that pays.
